System of inter-agency electronic interaction (SMEW) description and functions of the system. Information Technology

Information system comprisinginformation databases that store information about software and hardware used by organizations, and which allow the use of electronic services, electronic messages while providing municipal and public services, as well as guaranteeing the interaction between electronic information systems of organizations that are used in the provision of state and municipal services in the form of digital documents, called the system of interdepartmental electronic interaction (SMEV).

Purpose of system development

Interdepartmental Electronic Systeminteraction was ratified by the resolution of the Government of the Russian Federation of 09/09/2010 under number 697. It sets out the primary rules of creation, as well as the efficiency of the system of interaction and information transfer, which will be implemented with its use between the information systems of state bodies of the executive branch of the country, federal executive bodies, extrabudgetary funds with state support, municipal and state institutions, the MFC and other bodies in order to provide services (state and municipal), and also the performance of functions at the municipal and state levels in the form of electronic document management.

When performing municipal and statefunctions in the electronic document management system and the provision of public services should be guaranteed technological and informational interaction of all connected bodies and organizations. Based on this goal, a unified system of interagency electronic interaction has been developed. This is a full-fledged state information system on a federal basis.

Description of the system

The main purpose of SMEV to solve a range of specific tasks. Like that:

- the smooth implementation of municipal and state functions through electronic document management,

- provision of services at the state level andmunicipality in electronic form, including using a multi-purpose electronic plastic card and the state (on a federal basis) information base “Single portal of state and municipal services (functions)”,

- guarantee on condition of electronic document circulation of information coordination in the provision of services or functions on a municipal and / or state basis.

Technological interaction

Technologically coordinate the interaction of the systemIt is possible by applying electronic services that should be built according to generally established standards with the use of uniform technological methods and solutions, uniform classifiers and descriptions of the composition of databases.

System functions

The following are recognized as significant:

- guarantee the exchange of requests, information anddocuments required for the implementation of municipal and public services, declared through a single portal, bodies and / or organizations attached to the electronic interaction system and which are charged with providing citizens with the requested services;

- to guarantee the exchange of documents in electronic format between organizations and / or bodies affiliated to the IISC to perform services or functions on a municipal and state basis;

- guarantee the exchange of requests, information anddocuments through a single portal that have already been processed in information systems and databases of organizations and bodies, as well as information about the stage of implementation of a request for the execution of a service from a municipality or state

To implement these functions, the system of interdepartmental electronic interaction must ensure:

- unhindered access to electronic databases and services connected to the information systems of the IWMS,

- fixing, forwarding and processing digitaldocuments within the boundaries of the interaction of organizations and bodies with registration of the time of application, integrity and reliability of documents, as well as evidence of their authorship and tracking the history of the movement of the request while providing state and / or municipal services, and / or implementation of municipal and state functions in the form of digital documents,

- the possibility of joining the existing centralized databases and / or unified classifiers included in the system,

- protection of information in the system fromhacker attacks and illegal access, as well as its blocking or fraud from the moment of receipt of digital documents to transfer them to other information systems,

- security of digital documentation stored in the registries of information servers of organizations and bodies connected to SMEV and performance evaluation, covered by the registers of electronic services.

Digital messages and documents containing state secrets are prohibited from being processed and stored in the system.

Components of electronic interaction systems

To work effectively, SMEV must connect to it:

- information systems of federal subordination,which are useful in the provision of public services and the performance of state functions by the executive branch of federal subordination and extra-budgetary funds,

- interdepartmental electronic systeminteraction of regional subordination, which was built in the regions of the country, in order to guarantee the provision of public services in electronic form and to perform the state function by the executive power of the regions of the Russian Federation, as well as providing services at the municipal level and execution of functions by the leadership of the municipality,

- information systems of some bodies and / ororganizations whose participation is mandatory in the performance of public services and functions at the state or municipal level on a contractual basis with the system provider or the bodies and organizations participating in the system.

The activities of state,Providing public services at the regional and / or city level should be focused on ensuring the indivisibility of the electronic interaction system.

The unified system of interdepartmental electronic interaction and the information systems attached to it perform their functions free of charge.

E-government and SMEV

The process of building e-governmentsignificantly advanced with the advent of the system of interdepartmental electronic interaction. Before its appearance, the work did not work because of the various technologies created by organizations or bodies of information systems. Naturally, in these conditions, the exchange of information was virtually impossible.

Today, the system of interdepartmental electronicinteraction allows you to freely and often automatically exchange information between the authorities and organizations connected to this system.

Thanks to e-interaction, e-government makes it possible to:

- reduce (if not exclude) the influence of the geographical position of the citizen,

- to increase the political activity of citizens,

- to include citizens in the process of receiving services from the state or municipality independently, using electronic services,

- faster to provide municipal or state services to the population and / go business.

The main thing that e-government is seeking is the ability to execute documents at home without leaving your computer. And this would entail a reduction in paperwork and bureaucratic obstacles.

Rosreestr and electronic interaction system

Federal Service of State Registration, Cadastre andCartography (Rosreestr) provides services for the provision of information on the SMEV system. Rosreestr participates in the exchange of information in electronic form between municipal, regional and central authorities. This allows the release of citizens seeking services, collecting the necessary documents on their own.

Rosreestr, according to federal law of 13.07.2015 № 218-ФЗ, provides services of direct access to its information systems. These electronic services provide an opportunity for some credit organizations and developers to issue applications for Rosreestr services in electronic form.

Major consumer electronic service serviceis Sberbank, which is also connected to the MEV system. Due to this, bank customers who purchase housing with a mortgage register it without leaving home.

Unified electronic service

It consists of hardware and software,which provide a unified method of electronic document circulation through information systems of organizations and bodies in the exchange of information for the provision of municipal and state services to the population through electronic queuing technology that does not require direct interaction and operates in asynchronous mode.

Organs and organizations that receive information through electronic services, initiate a request, SMEV through the system operator provides the necessary information.

Technical features

The electronic matching system is a networksecure communication channels that are located between the nodes, which, in turn, are located in the data processing centers of Rostelecom. The system node (individually) is a bus based on the Oracle Enterprise Service Bus. Each participant in the MEW system is both a consumer and provider of information:

- each provider connected to SMEV creates an electronic service in order to process incoming requests and issue information,

- each consumer creates his own adapter, capable of accurately requesting information and receiving a response.

Operator SMEV

The system operator is the Ministry of Communications and Mass Communications of the Russian Federation. And for the construction of infrastructure, as well as for technical details, Rostelecom is responsible.

The interaction of information systems occursthrough electronic services that are implemented as web services. Electronic messages are transmitted via the SOAP protocol over HTTP. Electronic signatures are transmitted in XMLDsig and PKCS # 7 standards. Electronic documents run in the system in PDF / A format, and details are placed in the XML file.

The development rules and formats used in the system are regulated by regulatory acts of the Ministry of Communications of the Russian Federation.

Applicant to note

The applicant, turning to SMEV should know that the bodies providing state and municipal services do not have the right to demand:

- provide information, documents or carry out an action that is not provided for by the laws of the Russian Federation governing relations arising from applying for a municipal or state service;

- provide information and / or documents that are located in the information bases of bodies implementing municipal or public services;

- apply to other municipal or state bodies for obtaining any municipal or state services, with some exceptions, regulated by Federal Law of 07.07.2010 N 210-ФЗ.
